That is currently already limited to three. Up to three are pets, more than 
that need to be trreated like a trader which means they have to undergo 
quarantine. For pets,w ith the proper health statements you need no 
quarantine.

My understanding is that the legislation should go against wild caught birds 
(which have been outlawed in the US for more than 10 years). COnsidering the 
cruelty and the casualty numbers of the wild parrot trade, it is high time 
that this is banned.

For those cases alway exceptions have been made. I think government 
officials in Europe are quite flexible when it comes to regulations, if 
there is a good justification for it.

They certainly helped me bend the rules when I had difficulties with the 
paperwork.

But it was not always that way. You have to start somewhere.

Just a few years ago the banned the cutting off of tails and ears in dogs. 
YOu can imagine the outrage of breeders of vertain races, such as dobermans. 
But it quieted down and now everyone is pretty much used to it.

Yes, there are still people who circumvent that legislation, by claiming an 
accident required amputation ofr by running the dogs through eastern Europe. 
But as a whole it got the public to think about this practice and to 
realise, that it is cruel.

With birds it si similar. Having thousands, if not millions of birds in 
private households, makes it impossible to control. THe state cannot affort 
the manpower to check this. However, such a rule changes public thinking, or 
it even jumpstarts the public to think about it. And it would certainly stop 
pet stores etc to automatically clip birds, going forward.
