flightless tiel



i am very new to birds, just starting this summer and have a
concern.

i have a cockatiel, about 3 years old i think.  not sure because i'm
his 3rd owner.  he came from a breeder who was moving to government
housing and couldn't take him.

she stated that he had evidently had a bad clip at his previous home
and didn't really fly.  his feathers are all grown out and he lives
in a household of unclipped and flighted birds (8 keets, 4 tiels,
and a dove) but he can't fly at all!

it breaks my heart to see him left out of all the fun when every one
else is out (usually 2-3 hours a day and nearly all day on weekends).
he has recently, probably because he feels left out of the bird
crowd, taken to being my permanent shoulder-rider.

when i got him he was wild and mean.  the only time he let me near
was after he was startled out of the cage by something and flopped
and glided down to the floor.  then he'd be very greetful for
a "lift".

now he lets me pet him, takes food from my hand, and gives kisses.
while i love the change in him, i still think he'd be happier FLYING
with the rest!!

what reasons might there be that he can't fly?
